The full Senate on 19th December, 2009 passed the National Defense Authorization Act for Fiscal Year 2010 that the president signed back on October 28, 2009 which states "Increase in Basic Pay Effective on January 1, 2010, the rates of monthly basic pay for members of the uniformed services is increased by 3.4 percent."
The 2010 pay raise amount, as a point of interest, affects those enlisted personnel who will hit the 30 year high year tenure (HYT) mark as those members are the last to have joined under the "final pay" retirement system. On 7th May, 2009 President Obama had released in his budget, a military pay lift suggestion of 2.9% for 2010. The lift amount utilized with the same method which the earlier administration used for the Employment Cost Index (ECI) published by the Department of Labor. Congress increased the amount by ½ %, and the president also agreed to the increase in previous years. Basic Allowance for Subsistence (BAS) is a rate which is based on the service members only and not intended to cover spouses and/or family members’ food/subsistence costs. All enlisted military members in a proper status draw a full BAS monthly rate of $323.87 and $223.04 for officers from 1st January, 2009. Basic Allowance for Housing (BAH) is paid to uniformed service members to provide housing reward which is based on pay grade, zip code, and dependency status.
Military pay is distributed on the 1st and 15th day of the month in the United States. If 1st and 15th day come on a weekend or national holiday, then it will pay prior to the working day. Pay is given to the Navy, Marines, Army, Air Force, Coast Guard and National Guard.
