delay in MBA Mark-sheet almost 10 Months

we have facility to say our point but i ask a question is it useful?, any out come or result is there?
my MBA 4th semester is pending from last 10 months and still they are not release....... and when we make inquary they behave very badly and use abuse wards.. i feel very insulting i make call then there is no any reply.....i do not understnnd that what are they doing that they are not giving mark sheet almost nearer to complete 1 year... they are come at university office just for TIME PASSS and get salary at end of month they are just playing game with students life and career.....
higher authority of VEER NARMAD SOUTH GUJARAT UNIVERSITY SURAT like our Registrar and Vice Chancellor and Exam controller all are get salary without any work (they are not suitable for this post right now )beacause in any other university like MSU ,SP University give result in very perfect time or i can say that in right time..
here no one can make any difference with the student they just for money and time pass.....
